- Minot: Dogs may not run at large in public (animals that are under voice control of their owner are not considered to be at large)
- Fargo: Dogs must be on a leash no longer than 6 feet when in public (except for at the 3 off-leash parks in the city) and owners must carry supplies for picking up dog waste with them
